Delivery and Customs Clearance of Collected Cargo from China to Russia
Import of goods from China has always been associated with increased control of the Federal Customs Service in relation to the declared value of goods and their classification by the HS codes.
This is quite understandable, because for a long time in the import of Chinese goods there was a so-called Grey Import.
Grey Import is a phenomenon in which the declaration intentionally understates the value of goods and their actual intended use. Thus, unscrupulous FEA participants save money on levied customs payments.
However, starting in 2012, the share of goods shipped from China under grey schemes began to decline dramatically. Since 2015, many market participants have completely switched to the legal field.

For cargoes arriving to the port of Vladivostok, the declaration is performed at the Far East ICE. Cargoes arriving at railway stations are declared to the ICE in accordance with the FCS order on the dispatch of the declaration array, typically the ICE of Moscow Region or ICE Central.
