Declaration of Conformity
Legislation regulates the list of goods that must be inspected before entering the market and defines the rules and schemes to confirm the conformity of this list. Goods that require confirmation in the form of a declaration of conformity are defined by the Uniform Register of Products approved by the Government of the Russian Federation Decree of 01.12.2009 № 982. Any Russian manufacturer or importer may obtain such a document.
In the same way it is possible to issue a Declaration of Conformity of the technical regulations of the Customs Union on products if they are subject to obligatory declaration under this technical regulation. If the products are subject to declaration under several technical regulations, the declaration must confirm the compliance of products to all of them.
The declaration can be accepted by the applicant only on the basis of certain evidentiary materials which are established by the technical regulations. The key element - the documents confirming that the tests of products carried out according to all the rules, and on their result the products meet the requirements of the standards of technical regulations.
Only declarations of conformity issued for serial production have a validity period. Declarations for a batch are usually open-ended.
Stages of registration of the Declaration:
- Identification of products and drawing up the necessary package of documents, Codes Determination of GOSTs and the declaration scheme.
- Selection of test methods, the selection of indicators.
- If necessary, drawing up a sampling certificate, import into the territory of the EEU and testing of products in the laboratory.
- Assessment of the test results, data analysis.
- Corrective actions, for example, in case of negative tests.
- Registration of declaration of conformity.
Filling in all the necessary data, submitting and uploading the list of documents according to the requirements of the Technical Regulations.
