Import of Samples and Specimens
To obtain documents of conformity of imported products to GOST and the Technical Regulations of the Customs Union requires the import of samples and specimens for the purposes of research and testing.
Rosakkreditatsiya has indicated that certification bodies must have a proof of the legality of the importation of these samples into the territory of the EEU.
The main document is the customs declaration, executed in accordance with the legislation.
The order of import of samples:
- Signing a service agreement with the certification body (CB) in case of registration of the certificate of conformity for the serial release / batch or with the testing laboratory in case of registration of the declaration of conformity, as here the declaration is carried out by the applicant himself;
- Submission of an application to the certification body with a request to specify the number of products required for testing, as well as receiving a written response in the form of a decision of the certification body and assigning the number and date of the decision;
- Preparation of the package of shipping documents for importing samples: invoice or proforma.
Responsible Ones for Sampling
It is important to consider where the sampling takes place:
- At the foreign manufacturer's finished product warehouse, for mass-produced products.
- At the location of the batch, for a series of products.
- Certification or, on its behalf, a testing laboratory, in case of certification of products.
- In the case of declaration of conformity by the applicant or, on his behalf, a testing laboratory.
If the cargo is intended to obtain a certificate of state registration, according to Section 3 of «Unified Register of Goods Subject to Sanitary and Epidemiological Supervision at the Customs Border and Territory of the Customs Union» the certificate is not required for the import of samples.
Import of Samples
Import of Samples consists of:
- Submission and issuance of goods declaration for samples.
- Code of peculiarities of goods movement (061).
- Submission of samples for testing to the Testing Laboratory.
- The Declaration of Conformity is issued in the accordance of test protocols.
It is worth noting that:
- The customs authorities may request test reports and a declaration for the import of samples.
- Samples for tests and research can be taken from the consignment.
