State Customs Committee of the Russian Federation, often abbreviated as SCC, is Russian federal executive power which was directly managing customs affairs in the country until March 9th, 2004.
Declaration In Customs
Declaration by the declarant in the prescribed form (either written, oral, electronic data transmission or other) to the customs authorities of the country the exact information about the goods and vehicles, or conveyed across its customs border, or customs regime which changes, or in other cases determined by national legislation, their customs schedules and other information needed for customs purposes. In the Russian Federation the goods are declared to the customs authority of the Russian Federation where the customs clearance is performed.
Vehicles, except sea, river and air vessels transporting the goods, are declared together with the goods. Sea, river and air vessels are declared at the port or airport of arrival to the customs territory of the Russian Federation or at the port or airport of departure from the customs territory of the Russian Federation, the empty vehicles and vehicles carrying passengers are declared when crossing the customs border of the Russian Federation. The form and procedure for declaring and the list of information necessary for customs purposes are determined by the FCS of the Russian Federation.

What is DO in Customs Clearance?
DO-1, DO-2 are Report Documents. DO-1 is the report of acceptance of goods to the temporary storage warehouse (TSW). DO-2 is the report on taking goods out of temporary storage warehouse. They are regulated by Order of the FCS RF from April 6th, 2011 №715 «On approval of the presentation of documents and information to the customs authority for placing goods in temporary storage (other places for temporary storage), placement (issuance) in temporary storage and other places for temporary storage, reporting on goods in temporary storage, as well as the procedure and conditions for issuing the permission of the customs authority for temporary storage of goods in other places». It was registered with Ministry of Justice May 24, 2011 №20845.
