Customs Value
Customs Value is one of the most crucial indicators for customs clearance. The cost of customs duties is levied on the basis of the formed customs price, which depends on the delivery terms.
The customs value is fixed at the moment when the cargo crosses the Eurasian Economic Union border. Please not that all expenses incurred outside the EEU not included under the terms of delivery are added to the invoice value.
During customs clearance, the authorities pay attention to the Customs Value Index (CVI). They have their own guidelines for the value of the imported goods, the so-called risks. Customs has the right to question the accuracy of the formation of the customs value, to issue an additional examination, to request documents confirming the value, and to issue a security based on the value of previously imported goods of the same or similar type.
Info- Payment for the goods or a bank control statement for the contract.
- Price-list of the supplier of the goods.
- Export declaration with translation;
- Balance sheet of the previous delivery under the contract (41).
- Information on the sale of goods under the previous delivery under the contract (including sale contract, UDP, bill of lading).
- Transport contract and payment of transport costs.
- Insurance policy (if any).
It is important that all documents must correlate with each other and have to be drawn up error-free. Any discrepancy may serve as grounds for doubting the accuracy of the declared customs value.
- Provide all the documents before the deadline for the release of the goods declaration and request the possibility of release without collateral. Customs has the right, but not the obligation, to release you without collateral if the documents can be verified.
- Pay the amount of collateral, submit your consent for release under collateral, followed by documents confirming the cost. After providing the documents, the customs will consider confirming the customs value, and if so, there will be a reason to return the collateral.
- Agree to a final adjustment of the customs value without providing the requested documents and release with additional customs payments. This option may provide further grounds for constant additional checks and adjustments of the customs value.
- Refuse to pay the security and choose another customs procedure.
